คนไทยหลายคนมีข้อสงสัยว่าถ้าจะแต่งงานในอเมริกาต้องมีผลเลือดหรือไม่ สำหรับที่แคลิฟอเนีย ไม่ต้องมี ใครก็สามารถแต่งงานที่นี่ได้แค่มีพาสปอร์ต และมีเงินเสียค่าธรรมเนียมก็พอ อีกที่ที่คนนิยมไปแต่งงานคือ ที่ลาสเวกัส เนวาดา ซึ่งไม่ต้องมีผลเลือดเช่นกัน และที่คนนิยมไปแต่งงานที่นั่นเยอะ เพราะเหตุว่าเวลาจะหย่าก็ง่ายกว่ารัฐอื่นเช่นกัน แถมมีบริการเรื่องการแต่งงานครบวงจรและราคาไม่แพง ให้เลือกมากมาย ส่วนรัฐอื่นอันนี้ไม่แน่ใจจริงๆว่าจะต้องมีผลตรวจเลือดหรือไม่ ต้องตรวจสอบที่เมืองและรัฐนั้น

เล่ามาถึงตรงนี้ คงเห็นแล้วว่าการแต่งงานที่นี่ไม่ยากอะไรเลย แต่ต้องชัดเจนว่า แต่งงานกับขอกรีนการ์ดมันคนละเรื่อง ไม่ใช่แต่งงานแล้วแปลว่าได้กรีนการ์ดเลย แต่เอกสารในการแต่งงานเป็นเอกสารสำคัญในการยื่นขอกรีนการ์ด คนละขั้นตอนกันแต่มันก็ต่อเนื่องกันอยู่ เพราะฉะนั้นที่นี่แต่งงานต้องมีการทำพิธีไม่ใช่เมืองไทยไปจดทะเบียนสมรสกันเฉยๆก็ได้ แต่มีความรู้ใหม่เขาบอกว่าแต่งงานที่นี่ถ้าเราแต่งงานบนเรือ กัปตันเรือสามารถทำพิธีแต่งงานให้เราได้ หรือถ้าแต่งในรถแท็กซี่ คนขับก็ทำพิธีให้เราได้ พิธิที่ว่าจริงๆแล้วถ้าดูหนังฝรั่งคงพอนึกออก คือใครคนหนึ่งส่วนมากเป็นบาทหลวงถามว่าแต่ละฝ่ายจะยินดีรับอีกฝ่ายเป็นสามี ภรรยา และประกาศว่าโอเคนะต่อไปนี้สองคนนี้เป็นสามีภรรยากันแล้ว และมีพยานอีกสองคนรู้เห็น แค่นี้ก็คือพิธีแล้ว ส่วนจะมีงานเลี้ยงอีกหรือไม่ตรงนั้นไม่สำคัญแล้ว

วิธีแต่งงานง่ายๆอีกวิธีหนึ่งที่ประหยัดสะดวกและได้ใบทะเบียนสมรสเร็วมากไม่ต้องรอเป็นอาทิตย์คือ แต่งงานกันที่ซิตี้ฮอลมันซะเลยซึ่งเป็นที่นิยมมากเช่นกันซิตี้ฮอลที่ซานฟรานซิสโกมีคนมาแต่งงาน

เกือบทุกวันวันละหลายคู่ เนื่องจากถูกค่าใช้จ่ายประมาณแปดสิบเหรียญ แค่ทำการจองเวลา หาพยานมา ไม่มีจริงๆเขาก็จัดให้ ไม่ต้องหาคนทำพิธีให้ เพราะบางทีหาคนทำพิธีแต่งงานไม่ใช่ง่าย เพราะต้องเป็นคนที่มีใบอนุญาต แต่แต่งที่ซิตี้ฮอล เขาจัดการให้เราเสร็จ เสร็จปุ๊ปเซ็นเอกสารให้เลย รอรับใบทะเบียนสมรสได้ทันที เรียกว่า One Stop serviceเลยละสามารถขอLicenseและแต่งงานเสร็จในวันเดียวเลยทุกอย่างจบ

เรียบร้อยลืมบอกไปถ้าไม่ได้แต่งงานในวันเดียวกับวันที่ขอใบอนุญาตก็ต้องดำเนินการแต่งงานให้เรียบร้อยภายในหนึ่งเดือนนับจากวันที่ออกใบอนุญาตแต่งงาน ไม่งั้นก็ต้องมาเสียตังค์ขอใบใหม่อีก
ยกตัวอย่างให้ฟังสำหรับตัวเองเราขอ License ที่ซานฟรานซิสโก แต่เราแต่งงานที่ซานตาครูส ซึ่งเป็นอีกเมืองหนึ่งแต่อยู่แคลิฟอเนียเหมือนกัน ก็เมืองใกล้ๆกันนั่นแหละ คนที่ทำพิธีแต่งงานให้เราก็เป็นญาติซึ่งเดิมเขาไม่มีใบอนุญาตประกอบพิธีแต่งงานมาก่อน ก่อนวันแต่งงานตัวเขาเองก็ต้องไปที่ซิตี้ฮอลของซานตาครูสเพื่อขอใบอนุญาตทำการแต่งงานให้คนอื่น หลังพิธีเรียบร้อย เรามอบเอกสารที่ได้จากซิตี้ฮอลซานฟรานซิสโกให้เขาเป็นคนกรอกรายละเอียด ซึ่งเป็นข้อมูลทั่วไป ชื่อผู้ทำพิธีแต่งงาน ชื่อบ่าว สาว สถานที่ วันเวลาแต่งงาน เสร็จแล้วเขาก็ลงนาม และพยานสองคนลงนามแล้วส่งเมล์กลับไปที่ซานฟรานซิสโก ซึ่งเป็นเมืองที่ออกใบอนุญาต หลังจากนั้นประมาณสองอาทิตย์ทางซิตี้ฮอลก็จะส่งทะเบีนยสมรสมาให้ทางไปรษณีย์หรือจะไปรับด้วยตนเองก็ได้ และสามารถไปขอทำใบทะเบียนสมรสเพิ่มอีกกี่ใบก็ได้ตามต้องการ ใบละประมาณยี่สิบเหรียญ

MORE REQUIREMENTS FOR OBTAINING A MARRIAGE LICENSE IN THE CITY AND COUNTY OF SAN FRANCISCO:

1. Only an unmarried man and an unmarried woman over the age of 18 years of age may apply for a marriage license in California. Anyone under 18 must obtain a court order through the Juvenile Court system.
2. If either applicant was previously married, he/she will need to know the exact date of the dissolution of the last marriage by divorce/annulment/or death. If the last marriage ended less than 90 days from the date of the appointment, you must bring a CERTIFIED copy of the divorce decree issued by the court or death record issued by the Department of Public Health. Non-certified copies, i.e. filed copies or endorsed copies, usually given to you by your attorney, are not accepted.
3. Marriage license appointments are available Monday thru Friday at 10:00 a.m., 10:30 a.m., and from 12:00 noon through 3:00 p.m. every half hour (additional 11:00 a.m. and 11:30 a.m., ceremonies on Thursdays and Fridays only). There are three appointments available during each available time period.
4. Appointments require a payment of $89.00 at the time of booking. Absolutely no refunds will be given.
5. A convenience fee of $5.00 is applied on all credit card payments. Visa and MasterCard accepted. Couples may choose to come in person to schedule an appointment. Payment for in-person requests may only be made by CASH or a preprinted check.
6. The couple along with a maximum of 2 witnesses/guests must arrive at the INFORMATION DESK at: San Francisco County Clerk, City Hall, 1 Dr.Carlton B. Goodlett Place (Van Ness & Grove), Room 168, San Francisco, CA 94102-4678 to CHECK-IN at the scheduled time. You do NOT need any witnesses at the time you are coming to obtain the marriage license. Couples arriving more than 10 minutes after their scheduled time will not be served and will be required to schedule a new appointment and pay the marriage license fee again.
7. If you are planning on having your ceremony through City Hall, it is highly advisable that you make your ceremony appointment first by visiting our online ceremony reservation site and then make a marriage license appointment no later than 30 minutes prior to your ceremony appointment. In other words, if your appointment is for 10:30 a.m. on a Tuesday, you can schedule a marriage license appointment for anytime on the previous Monday or no later than 10:00 a.m. on the Tuesday of your appointment. You may request to have a ceremony at City Hall when you come in, but one may not be available at the time of your visit. We would then provide you with information on our availability. Ceremony fee is $67.00.
8. 3 DAYS RE-SCHEDULING POLICY - If you cannot make your appointment, you may reschedule within 90 days of the date of the original appointment. However, you must provide us with at least 3 days notice prior to the scheduled date. You may reschedule your appointment by visiting our website at http://www.sfgov.org/countyclerk (confirmation number would be required) or contacting us via e-mail at county.clerk@sfgov.org. Failure to meet this criteria will require a new marriage license appointment and fee to be paid.
